PANJIM: The State Cabinet on Tuesday introduced a major amendment to the Goa Co-Operative Societies Act, empowering the government to disqualify cum debarred a director of the society, if found involved in irregularities, which could be detrimental to the interest of the society.
The Cabinet has approved the proposal which explains that erring board member or director shall be disqualified and debarred forever from representing any society.
According to the proposal, the Section 29 was amended in the year 2014 to give powers to the Registrar to take cognizance of discrepancies committed by the Board in the working of the societies which are irregular, illegal in nature and detrimental to the interest of the society. The sub-section (11) provides for disqualification of such directors.
“Whenever, such tainted directors are disqualified due to grave irregularities or misappropriation which is detrimental to the interest of the society and have direct impact on the administrative and financial affairs of the society, they (director/members) don’t deserve to represent the concern society or any other society,” the amendment stated.
“Under such circumstances, disqualification should definitely be for an indefinite period in order to protect the interest of the societies in particular and co-operative movement in the State at large,” it said further.
The amendment stated that such disqualification helps in cleansing the management by removing the fraudulent directors and also provides an opportunity for the fresh blood.
