Govt for board to have final say on transfers, postings

CM says the Bill would ensure that the govt servant would serve for a minimum two years at his posting

PANJIM: The government seeks to establish a Goa Services Board to consider and recommend transfers and postings of civil servants through ‘The Goa Transfer and Posting of Officers Bill, 2014’ which was tabled Monday. The Bill would ordinarily ensure that the government servant would serve for a minimum two years at his posting, according to Chief Minister Manohar Parrikar who moved the Bill. 
The tenure of officers posted on deputation to ex-cadre posts shall be maximum of three years but may be extended to one year in public interest. 
“… the officers may be transferred or deputation period may be curtailed, as the case may be, before completion of tenure, in public interest, by recording the reasons in writing,” the Bill adds. 
The functions of the Board will be that it shall consider and recommend transfer and posting of officers of Goa Civil Service, Goa Police Service and officers in the cadre of mamlatdars/joint mamlatdars/assistant directors of civil supplies and block development officers; and posting of such officers in ex-cadre posts, their interests from one department to another or their transfer in the service of the government. 
“…the government may, on its own motion and for reasons to be recorded in writing, order transfer of such officer, from one post or department to another and even outside the cadre; wherever administrative exigencies so require the same…” provisions of the bill state. 
The board’s chairman shall be the minister in-charge of the department of personnel, chief secretary who will convene the meeting as directed by the chairperson, and an officer not below the rank of secretary to the government to-be nominated by the government.
While no financial implications are involved in the Bill, Clause 8 of the Bill empowers the government to frame rules to carry out the purposes of the Act.
