Govt invites expression of interest for installing digital meters

PANJIM: The State government has invited bidders for installing and commissioning digital fare meters with printer, GPS device and panic button, along with overhead display for approximately 20,000 taxis. 
The tender documents specify that the meters supplied should be able to transfer the passenger taxi movement data on a periodic basis to the CTRS (Central Tracking Response System) application developed by GEL and installed at SDC (State Data Centre), through GPRS and GPS devices. This data will be accessed through a web-based application from the nearest police station, police control room and MHA control.
Government has invited Expression of Interest (EOI) and the last date for submission of application is February 5, 2018 which will be opened on February 6 at 4pm. Queries from bidders can be made till January 15 to GEL (Goa Electronic Limited). 
Once the EOI is complete, GEL along with Transport Department will freeze on specifications based on the feasibility of the technology in the market and its relevance to the department and the RFP will be prepared and floated. Only those vendors who participated in the EOI will be allowed to take part in the RFP. 
It is proposed in the tender document that the party quoting the lowest rates will be given exclusive supply rates for three months and subsequently all vendors qualifying through the RFP and agreeing to the lowest rates will be empanelled with Directorate of Transport to supply the meters. 
GEL has an exclusive role in implementing the digital meters as the entire task of developing of CTRS web application, hosting and maintain of CTRS, setting up of call centre, monitoring of SLA’s and establishing and operating a project management unit has been assigned to the agency. 
The High Court of Bombay at Goa had directed the government to enforce the use of digital meters for tourist taxis in the State and additionally as per the Rule 125-H of CMVR, all public services vehicles as defined under Clause (35) of Section2 of the Act, shall be equipped with or fitted with a vehicle location tracking device and one or more emergency button.
