Govt kept its word despite facing Rs 3000 cr loss: CM

Credits himself with streamlining administration and promises an active administration ahead

PANJIM: The government has succeeded in delivering on its financial and economic promises in the last two and half years of governance, despite facing loss of around Rs 3000 crore due to mining ban, Chief Minister Manohar Parrikar said on Wednesday on his BJP-led government completing its mid-term. He also credited himself with bringing the administration back on track and promised a motivated and active administration in the next three months.
Simultaneously, Parrikar claimed that the “economic collapse due to two year mining ban and total non co-operation by then UPA government until March 2014, were the two major hurdles in administrative functioning.” 
Addressing the media on Wednesday afternoon in the presence of Health Minister Laxmikant Parsekar, the chief minister complimented himself by saying that the government has achieved much in these two and half years and there is lots to be achieved. “But our biggest achievement was that we were able to carry out development and fulfill promises given to people despite loss of Rs 3000 crore revenue from mining,” he said. “We were also able to bring the administration in line, which had totally collapsed when we took over,” Parrikar said. 
The BJP-MGP alliance came to power in March 2012 with a historic win. Of the total 40 seats, BJP won a majority while MGP managed to get 3. The main opposition Congress was reduced to single digit figure of 9. 
The government has support from four out of five independent MLAs and MLAs of the Goa Vikas Party, led by Francisco Pacheco. 
Parrikar said that though the administration has fallen in line, it will take at least three to four months to improve it further. “We will give quite motivated and active administration by December,” he said. 
The government has managed to earn a whopping 25 percent growth in revenue in the very first quarter of the financial year 2014-15, Parrikar said adding that ‘if mining resumes, growth would be nearly 35 percent’. 
No reshuffle ahead 
Chief Minister Manohar Parrikar said that he has begun the process of reviewing the performance of his cabinet ministers, which would conclude by September end. He however ruled out any possibility of a cabinet reshuffle. 
 “I have begun the process to review the performance of the ministers. It’s a mid-term review of the government. I will speak in detail next week,” he said adding ‘there are no changes as speculated by all’. 
Parrikar had in July 2013 reviewed the performance of his ministers with minor portfolios of the ministers being swapped but maintained all major portfolios. The chief minister, while retaining major portfolios like mining, home, finance, vigilance, agriculture, TCP, education has distributed most of his less important portfolios to his cabinet colleagues.
