PANJIM: Government offices began to function with the bare minimum staff in each department, as the lockdown was partially relaxed from Monday, after almost a month of stringent measures. The police force had also geared up to manage the sudden rush of vehicles entering the State capital.

Although KTC had started a bus service exclusively for government employees, the lack of sufficient public transport forced people to violate norms. Pillion riders on some two-wheelers and more than two persons in cars were seen across several parts of Goa.
The deployment of traffic personnel nevertheless increased at major entry-exit points while police ensured that persons without essential work were not allowed on the roads.
Group A and B Officers reported to work, whereas, as per the directions of the government, only 33 per cent of Class C employees remained present. In some departments, the attendance of Group C employees was less than 33 per cent.
“We are still preparing a sheet as to which staff would be needed the most. At the same we are also preparing a list of which staff will have to be present every alternate day,” a senior officer in a government department told Herald.
There are also many employees who are working from home. The State government has asked departments not to convene any meetings unless it is essential. The departments, including those dealing with public services have disallowed visitors until further orders from the government.
However, delivery of public services is being ensured and necessary staff will be deployed for such purposes, based on an Office Memorandum (OM) issued by Under Secretary General Administration Shripad Arlekar.
