Govt rejects 30% reservation of locals for Housing Board

PORVORIM: The Government rejected the resolution through voting to reserve 30 per cent of reservation for locals on allotment of residential or commercial projects coming under the banner of Housing Board.

The resolution was rejected through voting as 16 MLAs were not in favour of the proposal while, Digambar Kamat, Rohan Khaunte, Vijai Sardesai, Pratapsingh Rane and Aleixo Reginaldo stood in favour.
MLA Rohan Khaunte while proposing the matter to the Government stated that this reservation was very important for the locals because of rising land scarcity and skyrocketing unaffordable rates as the common people are completely not able to buy land or flats and this reservation would have help them in a great way.
Responding to the resolution the Government said the main aim of the Goa Housing Board is to provide affordable housing for Goan people. Further stating in the past there have been a lot of violations in allotment and keeping that in mind the Government has already passed new laws and restrictions wherein in a family the parent should be born in Goa and stayed in Goa for a minimum of 25 years.
Further adding the Government informed that12 per cent reservation already exists under which SC, ST, OBC and people with disability are given priority reservation.
Further the Government stated if the Government agrees and reserves 30 per cent for Goans in allotment of residential and commercial projects the Zilla Panchayat, Sarpanch and Panch will also come forward demanding another separate reservation in Housing Board which is technically not viable.
The Government, however, assured and informed the house that more stricter laws and restrictions can be enforced and put in practice so that violations are not made in future.
Meanwhile the other two resolutions of which one raised by MLA Vijai Sardesai stating the Government should implement the Transplant Human Organ Act, 1994 in the state by applying and adapting all subsequent amendments to the act, framing rules and regulations based on the Central act and the other resolution by MLA Pramod Sawant to establish the Cashewnut and Coconut Development Board in the State were respectively withdrawn by both on the assurance provided by the Government.
