MARGAO: Goa Panchayati Raj Institution Union (GPRIU) has petitioned the government to strengthen the rural governance and development in Goa by enforcing the mandatory provisions of 73rd and 74th amendments to the constitution of India by upholding the rule of law.
In the memorandum submitted to the Chief Minister Dr Pramod Sawant on Wednesday GPRIU has urged to initiate necessary action by directing the concerned departments/agencies to expedite the matter in so far as it pertains to them.
“The State government has appointed one Swampurna Mitra for each village panchayat, perhaps a good decision, to oversee the implementation of government schemes. However nobody knows that such an officer comes and goes as there is no interaction with the NGOs, self help groups, mandals, clubs, etc, as a result people are not able to take advantage of the scheme”, said J Santano Rordigues, Convenor, GPRIU.
He has alleged that in the name of planning and development a lot of deforestation takes place.
“The State government has given assurance to the High Court a number of times regarding the implementation of 73rd and 74th amendments, but it is now over a decade that nothing positive has happened, and this is because the MLAs do not want to lose control in their constituencies, when their main duty is to legislate and much less, development”, stated the memorandum.
