Green cess imposed

PANJIM: State government on Tuesday imposed a green cess on all polluting products to net additional revenue, following the bill which was passed in the Assembly in April this year. The cess is expected to contribute around Rs 100 crore to the treasury annually.

PANJIM: State government on Tuesday imposed a green cess on all polluting products to net additional revenue, following the bill which was passed in the Assembly in April this year. The cess is expected to contribute around Rs 100 crore to the treasury annually. 
The Goa Cess on Products and Substances Causing Pollution (Green Cess) Act, 2013, levied a cess not exceeding 2 per cent of the sale value of various products, including petroleum products and other hazardous substances like naphta, coal, etc.
The State government has appointed July 15, as the date on which the provisions of the Act will come into force. 
As per the Act, the tax would be imposed on all products which cause carbon emission due to “handling, consumption, utilisation, transportation, combustion or movement causing pollution of lithosphere, atmosphere, biosphere, hydrosphere and other environmental resources”
The cess will also be imposed on all products which “cause emission of carbon dioxide and other greenhouse gases or discharge of other types of effluents, including asphalts, lubricants, naptha, waxes and other hydrocarbon compounds”.
