PANJIM: The Goa State Infrastructure Development Corporation (GSIDC) has decided, henceforth, not to undertake any projects, which cost below Rs 10 crore, except for the projects sanctioned under AMRUT and Smart City concept and also that related to education and health sector.
GSIDC, the government entrusted agency for undertaking various developmental works in the State, will also not indulge in any road-related works, without prior consent from the Public Works Department (PWD).
Interestingly, both the departments – PWD and GSIDC are run by MGP, the coalition partners in the BJP-led state government.
In a circular issued by the Chief Minister Manohar Parrikar it has been specified that from September 1, GSIDC will not execute the projects below Rs 10 crores, except those which are related to health and education sector and those for which specific Memorandum of Understanding (MoU) has been executed with the Corporation for projects like AMRUT, Smart City and Bus stands.
“Assets which are created by GSIDC can be further maintained by the Corporation, upon securing the detailed MoU,” it stated.
Parrikar also said that GSIDC will not take up any road-related works except with the prior consent of the PWD or in such cases, which require the road construction to be carried out for an intended project and where NOC of the PWD was not available shall be taken up prior to finance department approval only.
Small works like construction of gutters, laying of pavers, beautification, plantation etc, will be also not taken up by GSIDC as it does not have a mechanism nor are they geared up to take up such types of works independently.
The decision was basically taken following several requests received from the public functionaries like Ministers and MLAs for undertaking various developmental works including upgradation, renovation, repairs, beautification etc.
However, these instructions do not apply to any projects which are undertaken prior to September 1.
