HC asks Merces VP to clear garbage before it is heard

PANJIM: The Division Bench of the High Court of Bombay at Goa on Tuesday directed Merces Panchayat to immediately remove the garbage and debris dumped along the Panjim-Old Goa bypass road.

PANJIM: The Division Bench of the High Court of Bombay at Goa on Tuesday directed Merces Panchayat to immediately remove the garbage and debris dumped along the Panjim-Old Goa bypass road.
The Court has refused to hear the panchayat and government, asking them to clear the garbage first. The Court adjourned the matter for Wednesday evening. 
The Court observed that the Panchayat should have acted swiftly after a notice was issued to it on October 23. The Court expressed anguish over the inaction of the authorities despite various orders issued by the Court.
Adv Aires Rodrigues in his contempt petition pointed out that in 2007 a PIL was filed over the rampant dumping of building debris along the Panjim-Old Goa bypass road. Taking serious note of the violations of law, various orders came to be passed by the HC in that petition which was finally disposed on June 26, 2008, based on a Minutes of Order that was signed and submitted to the Court. 
Rodrigues stated that in the Minutes of Order the govt had undertaken to continue and take to its logical conclusion investigations into the dumping of construction debris on the Panjim-Old Goa bypass.
