PANJIM: The High Court of Bombay at Goa on Wednesday directed the administration of the Central Jail, Colvale to submit before the court the medical examination reports of injured as well as other jail inmates conducted following a brawl between two faction of inmates in the jail on May 30.
Hearing a petition filed by six inmates, Advocate General Devidas Pangam said, “Prisoners will be examined today (Wednesday) and report will be submitted to the High Court next week.”
As regards the allegations, the AG told the Court that the government will file an affidavit explaining the incident in detail.
The Court ordered that the inmates be examined within the jail premises first and if the need be, taken to external healthcare facilities based on the report. The petitioners alleged bullying and mistreatment by jail officials following the alleged fight between life convict Vijay Karbotkar and Tarzan Parsekar, an undertrial. After the fight, Parsekar was taken for medical check-up.
Six inmates namely Sameer Shaikh, Qurban Sheikh, Ismail Mulla, Sadiq Bellary, Mustafa Sheikh and Mohammad Sharif Sheikh in their petition had alleged bullying by jail officials and had sought their medical examinations in hospitals outside jail premises.
State Government, Secretary (Home), Director General of Police (DGP), Inspector General of Prisons Omvir Singh Bishnoi and Superintendent of Jails have been named respondents in the petition.
On Tuesday, the division bench has allowed the counsels to meet the petitioners in the jail.
The matter has now been posted for further hearing on June 28.
After the brawl between the two factions, the police had raided the cells and seized over 30 cell phones and other electronic equipment including Bluetooth speakers from prisoners. Several tobacco based products were also been seized during the raid.
According to the police, scuffle between the undertrials have been reported several times in the jail.
