HC restrains Arambol p’yat from issuing new construction licences

PANJIM: The High Court of Bombay at Goa on Monday restrained Arambol Village Panchayat from issuing new construction licences for not establishing the Material Recovery Facility (MRF) for garbage management. 

While hearing the suo motu petition of 2007, the Court also asked the Arambol Sarpanch to deposit penalty of Rs 50,000. 

Last week, the Court had asked the Arambol Sarpanch and the Panchayat Secretary to remain present in the Court either themselves or through their authorised counsel, following a complaint by the Goa State Pollution Control Board (GSPCB) of dumping of non-biodegradable waste in open and in non-designated areas. The panchayat was also asked to file an affidavit of compliance.

On the same day, the Court had lifted restrictions imposed on the Colva Village Panchayat as regards issuing of construction licences after it submitted to the court that it will make operational the permanent MRF for garbage management within its jurisdiction. The Court had earlier forfeited Rs 90,000 deposited by the village panchayat.

Meanwhile, the Division bench has directed the sarpanch and the panchayat secretary of the Aldona village panchayat to remain present in the court on July 3, for its failure to set up MRF facility in the village.
