HC to Hear PILs Challenging TCP Act’s Section 17(2) on Regional Plan Changes

The High Court of Bombay at Goa on Wednesday afternoon will hear two PIL writ petitions filed by NGO Goa Foundation and two environmental organisations – Goa Bachao Abhiyan and The Khazan Society of Goa and three public-spirited Goans challenging Section 17(2) of Town and Country (TCP) Act.

The petitioners have contested that Section 17(2) of the TCP Act does not provide for any public consultation before the government makes any changes in the Regional Plan Goa  2021. 

The petitioners are seeking to quash and set aside newly added Section 27(2) of TCP Act which gives adhoc and arbitrary power to allow conversions in privately owned plots in RP 3021.
