MARGAO:  The Nuvem gram sabha witnessed heated exchanges over the Blooms International School at Baida-Nuvem, with member Zarinha D’Cunha questioning Sarpanch Ruban Costa over the failure of the Panchayat body to revoke the construction NOC.
D’cunha alleged that promoters of the project had failed in getting permission from the Town and Country Planning (TCP) Department under section 17 A of TCP Act for cutting the hill. The sarpanch clarified that the panchayat had sent show cause notice and that according to reply the promoter of the project had moved for the necessary NOC from TCP while all other required permission had been granted.  The Sarpanch maintained that the NOC could not be revoked after he confirmed with the TCP that the file has been submitted to the government for necessary approval.
Meanwhile, move by Sarpanch Costa to constitute the traffic management committee comprising of six members failed to get support of the gram sabha members, who demanded to know why such a committee was required when there are already government departments, RTO and traffic police to take care of traffic management. Gram sabha members asked the sarpanch to write to the Director of Panchayats and the Traffic Department to clarify why such a committee was required.
Gram sabha members gave their consent to the proposal put forward by Sarpanch Costa to extend the existing panchayat hall using the “Golden Jubilee Fund” and also to have a bus stop opposite “My Eye” hospital for the benefit of the patients. 
Proposal of Savio Menezes who has been given contract to collect plastic garbage from the village to use the village panchayat garbage treatment plant premises was unanimously rejected by gram sabha members. 
Resolution proposed by Aurea Fernandes and seconded by Betty Mendes to retain Dabolim as the only civilian airport for Goa and rejecting proposal for a new green field airport at Mopa for various reasons received unanimous support from gram sabha members with sarpanch promising to submit the same to the chief minister and other authorities concerned.
