The High Court of Bombay at Goa, while hearing a suo motu Public Interest Litigation (PIL) on the Birch fire tragedy, has directed all coastal village panchayats in the state to submit comprehensive details of trade licences issued in their respective jurisdictions.
The court has specifically asked panchayats to furnish information on whether commercial establishments operating in their areas possess valid construction licences and occupancy certificates, and whether trade licences have been granted in compliance with existing laws and regulations.

In addition, the High Court has directed the Government of Goa to place on record details regarding the ex-gratia compensation provided to the victims of the Birch fire tragedy.
The court observed that such information is necessary to assess compliance with safety norms and to ensure accountability in the functioning of local bodies and government departments.
The matter has been posted for further hearing on February 24.
The suo motu PIL was initiated in the wake of the tragic fire incident, which raised serious concerns about fire safety, illegal constructions, and regulatory lapses in coastal areas of the state.
