PANJIM: Government has decided to grant a year-long extension to the four-member High-Level Empowered Committee (HLEC) under Chief Minister Manohar Parrikar, constituted to consider proposals for creation, revival and abolition of posts as the panel is yet to clear recruitments in most departments,.
Extension till October 31, 2019 will also be granted to the Inter Departmental Committee of Officers (IDCO) comprising of Additional or Joint Secretaries of Personnel, Finance and ARD, formed to assist the HLEC in the recruitment process.
The HLEC, constituted in November 2017, consists of Chief Minister, Chief Secretary who is also Secretary Personnel, Secretaries of Finance and ARD. The committee has the powers to grant approval for creation, revival and abolition of posts, as well as deciding areas of outsourcing of various activities like housekeeping, security, etc.
Sources reveal that the Committee, which could not meet very often due to illness of Chief Minister, has so far reviewed and cleared recruitments only in 40-odd departments, the posts which would be advertised mostly next month. “The recruitment issue in more than 50 departments is yet to be sorted out. Hence, the government has decided to grant one-year extension to both the committees.”
As per committee recommendation, each department is entitled to advertise required posts only once in a year.
In the last two cabinet meetings, ministers raised serious concern on non-clearing of pending vacancies and objection to the mandatory requirement of prior NOC from Personnel Department.
Accordingly, during the last cabinet meeting held on December 20, Chief Minister had granted green signal for direct recruitments with no mandatory prior NOC requirement. It also decided to clear all hurdles in the recruitment process and issue advertisements for most posts by January 10.
