House passes ` 15,000cr Appropriation bill

Plots for displaced persons bill passed on final day

PORVORIM: The Goa Legislative Assembly on Friday passed the Goa Appropriation Bill (No.3) & (No.4) amounting to over Rs 15,000 cr.
The Appropriation Bill no 4 is the total budget of the State which is Rs 14,694 cr.
The Appropriation Bill No 3, on which the vote on account was taken in March for Rs 1174 cr was also passed by the assembly.
The Bills were presented in the House by Chief Minister Laxmikant Parsekar, who also happens to be the finance minister.
The budget for the state of Goa was presented on March 16, 2016.
The demands of grants have since been discussed and voted by the Assembly.
The Appropriation Bill was therefore introduced in accordance with the provisions of Article 204 of the Constitution of India to provide for appropriation out of the consolidated fund of the State of Goa of the moneys required for the service during financial year 2016-17.
 DISPLACED PERSONS:  Dy Chief Minister Francis D’Souza on Thursday introduced the Goa (Allotment of Plots to Certain Displaced Persons) Bill, 2016.
The Bill seeks to allot the plots to certain displaced persons who were displaced due to acquisition of land for establishment of 2STC (3 Military Training Regiment) at Salcete Goa.
The Bill also seeks to vest proprietary rights of the said plots to the displaced persons mentioned in the Schedule –II of the Bill.
The Bill further seeks that the said land described in Schedule-I of the Bill to vest with the government from 2nd January 1964.
The Bill also provides for making payments for compensation to the owner as per market value of the land prevailing on the date of requisition of land under Defence of India 1962.
The Bill seeks to have non-obstante clauses to have overwriting effect over any prevailing law or judicial announcement or legal proceedings presently in force.
