PANJIM, JUNE 4 After failing to pass through the Srivastva committee, the High Security Registration Plates (HSRPs) issue is now referred to Directorate of Vigilance with bus operators demanding to investigate conduct of then transport Minister Pandurang Madkaikar and officials of Shinmit Utsch.
