State Cabinet relaxes qualifications for Officer on Special Duty on request of three ministers

PANJIM: The State Cabinet on Wednesday approved a relaxation in the educational qualifications to be appointed as OSD to a Cabinet Minister bringing it down from graduation to diploma or HSSC.
Chief Minister Pramod Sawant said there were specific requests from three ministers to relax the educational qualifications from graduate to diploma or Class XII.
“The department had received requests from the Cabinet Ministers to appoint staff against the post of OSD (I) & (II), who do not posess the required qualification of graduation,” Sawant said.
As per the Cabinet note the three OSDs were Laxmikant Naik, a diploma holder in civil engineering, who is OSD to IT and Revenue Minister Jennifer Monserrate; Sachin Kunkolienkar, a diploma holder in engineering, who is OSD to DyCM and TCP Minister Babu Kavlekar and Ashley Jason Vaz, an undergraduate, who OSD to RDA, Waste Management Minister Michael Lobo.
Sawant said the government after examining the matter in light of the fact that coterminous staff are to be appointed as per the choice of the concerned minister has proposed to grant the relaxation in educational qualifications prescribed for the post of OSD (I) & (II).
Cabinet regularises services of 62 PCs
The also decided to de-reserve 62 posts of police constables (Armed Police) reserved for Home Guards in order to rectify the anomaly that occurred while filling up the post of police constable (AP) from unreserved category, reserved for Home Guards in 2006, with retrospective effect.
The Cabinet also decided to regularise the services of 62 police constables (AP) appointed on ad-hoc basis with effect from initial appointment/joining and consequently to modify the seniority list and to extend all the consequential benefits due to them.
