Human rights panel functioning delayed

PANJIM, JAN 6 Functioning of the State Human Rights Commission (SHRC) which was constituted only last month after much dilly-dallying, is likely to face further delays.

Functioning of the State Human Rights Commission (SHRC) which was constituted only last month after much dilly-dallying, is likely to face further delays.  
Justice Praful Kumar Mishra, former Chief Justice of Patna High Court, was appointed as the chairman of the GSHC whereas A D Salkar, former district judge as one of the members.
The notification to the effect was issued last month. However, an appointment of the third member has come into trouble.  
The Governor has turned down the recommendation of the government to appoint Datta Keni as third member of the commission and has returned the file, said a government officer on the condition of anonymity.
However, the government intends to get a cabinet approval on Datta Keni’s name and send back the file to the Governor, said the officer. 
Meanwhile the Government has been served with a notice by Adv Ranjit Satardekar demanding that SHRC should start its activities. The officer,  however,  said the SHRC cannot  start  its operation  for  two  reasons  —  the government  is yet  to identify suitable office for SHRC  and secondly,  a third member   of the commission has not been  appointed yet.
