Irresponsible attitude of ambulance service 108

On 31 December 2014, my 90-year-old mother-in-law fell at home, hit her head and bled profusely. Immediately, the ambulance 108 was contacted, but never turned up, even after contacting three to four times. Instead, we got a reply, “We are busy and not coming.” 
This irresponsible and careless attitude of this ambulance service left me shocked and disgusted. 
I had to tackle alone such a grave situation with the help of my neighbor. Will the Health Minister and other concerned authorities conduct an enquiry and take immediate action against this 108 ambulance service? 
Public should be aware that if it has happened to me it could happen to anyone. This erratic action of this ambulance service which is supposed to help the common man, should not be taken lightly.
