PANJIM: After politicians and senior bureaucrats, the Police Department also came under the radar of retired Lokayukta Justice P K Misra with an order being passed into initiating inquiry against Police Inspector Nolasco Raposo.

In fact, the institution had slammed the higher ups in the department for refusing to initiate disciplinary proceedings against police officers violating directions of the Supreme Court.
Failing to register FIR into a complaint of theft and trespass prompted Misra to pull up the Police Inspector. A year ago, a complaint of theft and trespass was filed by restaurant owner Jasvinder Singh against unknown persons. The complaint was treated as non cognizable although the crime amounted to cognizable offence.
Aggrieved by inaction of the police, Singh approached the Lokayukta. Misra observed that the officer had to register FIR and not make preliminary inquiry.
“Since there was clear particular allegation of theft and trespass which are cognizable offences, the police officer was bound to register FIR and at that stage the police officer was not supposed to make preliminary inquiry relating to veracity or otherwise of the allegation…” the order dated September 10 read as.
The then Lokayukta further recommended that FIR be registered into the year-old case and disciplinary proceedings be initiated against the Police Inspector.
“The question of suspension and/or transfer is required to be considered by the DGP/State government,” it said.
