Loutolim serves notice on CoP over shipbuilding

The Loutolim Panchayat has issued a show cause notice to the Captain of Ports in respect of the shipbuilding activities and construction of structures in land belonging to the Captain of Ports without mandatory approvals from concerned competent authorities, including the Panchayat.

Sarpanch Maria Franky Monteiro said the Panchayat body decided to issue the show cause notice after the Captain of ports in its reply dated November 19, 2012 to the panchayat letter informed that there is no provision to issue documents pertaining to other parties. “The reply was placed before the panchayat body which unanimously decided to issue the show cause notice”, she said. Maria said the Panchayat had asked the CoP to furnish documents such as title documents, conversion sanad, technical approvals from TCP, construction licenses and approvals for ship building activities issued by the Pancahayt etc.

She said the notice has asked the CoP to show cause why appropriate action should not be initiated in furtherance of section 66 (4) of the Panchayat Raj Act and to direct the Cop to demolish the illegal constructions and to stop all illegal shipbuilding activities carried out on the land.

“Regulation 3.6.1 of the Goa Land Development and Building Construction Regulations in force requires the owner (including Government Department) to apply for permissions as per the rules prescribed towards any land development/constructions, etc”, she added.
