The 61-year-old, who celebrated his birthday on the day the announcement was made, succeeds Konkani writer Pundalik Naik whose term ended in April.
Also appointed to the Academy are Jose Lourenco, Kamalakar Mhalshi and Santosh Kerkar as the government appointed members.
Borkar who received the central Sahitya Academy Award in 2001 recently retired as the station director of All India Radio, Panjim, after completing a teaching career that spanned 12 years. His poetry collections include Ekshe Ek Kavita, Chanvar, Vatachyo Savllyo, Uzvadacho Rukh, Parjallachem Daar and Symphony.
