PONDA: Former PWD Minister and Marcaim MLA Sudin Dhavalikar on Thursday alleged that the State government including Chief Minister, Cabinet ministers, Panjim Planning and Development Authority and Town and Country Planning Department are involved in a major scam with the Cabinet allotting Rs 1,327 crore worth government land for construction of Rs 500 crore convention centre at Dona Paula under Public-Private Partnership (PPP) model.
“There is possibility that it would lead to total scam of Rs 2,000 crore,” he claimed.
He questioned how can the government allot its land this way and what is the need for it.
He said, “After mining scam this is another biggest scam in the State. People of Goa should stop this by launching major agitation and if this government again elected to power then they would totally finish Goa by selling its entire land and Goans will be left with no land for development for future generations.”
Addressing the media persons, Dhavalikar alleged the BJP government through Cabinet decision on Wednesday committed a major scam by way of allotment of 98,299 square metres of government land at Dona Paula for construction of convention centre under PPP model which he had opposed when he was the PWD Minister.
He said, “At present, square metre prevailing rate for a plot of land at Dona Paula is Rs 45,000 while for buying a flat at square metre rate is Rs 80,000. Further, for business shops, the square metre rate is Rs 1.50 lakh.
According to Dhavalikar, the government is allotting 98,299 square metres of land for construction of Rs 500 crore convention centre. There will be 5,000 people sitting capacity convention centre, 300 VIP rooms and four multiplexes. This would require around 45,0000 square metres of land.
Further, considering that at Dona Paula the floor area ratio (FAR) is three, the project concessionaire will get 2,94,897 on square metres of construction area.
He said, “On the rest of construction area, the project concessionaire will construct five star hotels, buildings, offices and sell it from which he could earn easily a profit Rs 2000 crore. This after mining will become a biggest scam in the State.
He said giving this much of land on PPP model to convention centre is not essential.
