Markets, liquor shops to close by 6 pm: SEC

Timing not applicable for essential services; Social distancing, safety norms to be followed

PANJIM: In a bid to strictly follow the 7pm to 7am lockdown, the State Executive Committee has said that markets throughout Goa will be closed by 6pm and open at 8am.

“Markets should be closed by 6pm and should not open before 8am to ensure the compliance of MHA’s direction. The time-related instructions will not be applicable for essential services. All norms of social distancing, face covers, sanitiser use/hand wash, and other safety norms to be followed,” the SEC has said.

Further, the SEC has asked the Excise Commissioner to see that liquor shops are closed by 6pm, so that personnel employed on these shops reach their residences by 7pm. “He will ensure that these shops should strictly follow the norms of social distancing, as directed by the MHA,” SEC said.

The SEC deliberated on the SOP to be followed for the inter-State movement of persons stranded due to the lockdown, after the start of special train services as per MHA guidelines.

For the smooth implementation of the guidelines, the SEC decided that the Collectors will issue order under Section 144 of the CrPC banning the movement of people between 7pm to 7am, expect for essential activities. The sale of paan, gutka, tobacco is banned, while restaurants, casinos, river cruises, night clubs, multiplexes, etc cannot open.

DHS will issue revised orders under the Epidemic Diseases Act, 1897 for activities such as gymnasiums, cinema theatres, sports complexes, swimming pools, casinos, shopping malls, bars, auditoriums, assembly halls, and similar places.

Kunal, nodal officer for people stranded due to the lockdown, explained that the preparation and planning done so far to handle the movement of migrants.

OTHER HIGHLIGHTS

– Panchayat Director informed committee that data collection is on. Of over 30,000 labourers contacted, about 90 per cent have expressed desire to return to their home State

– Electricity Chief Engineer informed that power consumption has reached about 83 per cent as compared to last year. Possible deficit is due to the hospitality sector

– Civil Supplies Secretary said regular distribution of ration is normal. Department plans to discontinue use of relief buses of KTCL

– Panchayat Secretary said panchayats have issued 1,938 permissions for permitted activities, on which about 5,568 workers are engaged

– SEC reiterated that engineering and other works departments should ensure that ongoing works reach a safe status before onset of monsoon

– Nodal Officer for quarantine facilities informed that 280 persons are sheltered in eight quarantine facilities
