MARGAO: The Goa Panchayati Raj Institutions Union has submitted a memorandum to the Chief Minister Manohar Parrikar highlighting the plight of the Zilla Panchayats (ZP), the District Planning Committees (DPC) and also to apprise him with the status of devolution of powers to the PRIs.
