The information came through an RTI application filed by Adv Aires Rodrigues with the office of the Inspector General of Prisons.
“Jailed former-minister Mickky Pacheco, in his application seeking 30-day parole to be with his ailing mother Luiza Pacheco, did not submit a medical certificate by Dr Noel Barbosa who is treating her, but gave a medical certificate issued by Colva-based Dr Umesh Panandikar,” said Adv Rodrigues on Thursday.
In his parole application dated June 3, Pacheco said, “My mother is sick and suffering from high diabetes. She is very close to me, and whenever she suffers an attack, she wants me by her side. She is not relaxed until she finds me around.”
Adv Rodrigues informed that Dr Panandikar, in his certificate dated June 2, stated, “Luiza Pacheco is in serious condition as a result of severe hypertension. She is critical and the presence of her near and dear ones is essential near her bed.”
“Surprisingly, while forwarding the parole application to the IG Prisons, Shankhwalkar certified that Mickky’s conduct in jail was satisfactory despite Mickky disobeying the jailor’s direction to wear a uniform, which as per the jail rules amounts to an act of indiscipline and misbehaviour,” said Adv Rodrigues.
As per the documents, the South Goa Superintendent of Police Shekhar Prabhudessai, in his four-page report dated June 16 to the IG Prisons, stated that the parole sought by Pacheco was not recommended.
Colva police visited Pacheco’s residence in Betalbatim on June 9 and recorded his mother stating that Dr Noel Barbosa was treating her as a family doctor and that she had three sons and two daughters. The police further stated that Luiza was currently staying with Pacheco’s wife and that there were servants taking care of her.
