MMC CO asked to pay arrears of ex-employee

PANJIM: The Goa Human Rights Commission (GHRC), Panjim has recommended to the Mormugao Municipal Council chief officer to pay the arrears of Rs 60,000 of its former employee Krishnanath Harmalkar for the period from August 2016 to August 2017 within 30 days.

The three-member Commission comprising chairman Justice U V Bakre and Members Judge Desmond D’Costa and Pramod Kamat in the order dated August 24, stated that the arrears be paid along with simple interest thereon at six per cent per annum from September 1, 2017 till final payment.   

On October 29, 2018 Harmalkar filed a complaint to the Commission stating that he had not received his pension arrears from January 2016 to August 2017. The MMC chief officer in his report dated December 2, 2018 stated that due to paucity of funds, pension arrears under Seventh Pay Commission could not be disbursed and that final calculation is already prepared and approved and that arrears will be paid in three months time. 

But since his arrears were not disbursed the complainant filed rejoinder and the chief officer even after seeking time to file compliance report did not do so and also abstained during the next hearing.
