Hours before Chief Minister Pramod Sawant issued a clarification on the issue, NGO Hope Foundation had written to the CM, and Revenue Minister, demanding withdrawal of the circular. NGO member Andrea Pereira said, “The circular issued by the Collector in view of COVID-19 crisis, is only to benefit the rich and it completely violates Article 15 of the Indian Constitution, which prohibits discrimin-ation. There are people belonging to economically weaker section, who cannot afford a smart phone and the elderly who do not know its use.” She suggested that instead, medical profe-ssionals be designated to screen the building’s visitors.
