Non-compliant CO to face board’s ire

PANJIM: The Goa State Pollution Control Board (GSPCB) has decided to prosecute the Mormugao Municipal Council (MMC) chief officer for failing to adhere to the board’s directions on effective functioning of the waste treatment facility, at Sada, Vasco, officials said.

PANJIM: The Goa State Pollution Control Board (GSPCB) has decided to prosecute the Mormugao Municipal Council (MMC) chief officer for failing to adhere to the board’s directions on effective functioning of the waste treatment facility, at Sada, Vasco, officials said. The facility, which was set up and maintained by Mumbai based Chemtrol Engineers Pvt Ltd on BOOT basis for 20 years, is found not operating in accordance with the Municipal Solid Waste (MSW) (Management and Handling) Rules, 2000.
GSPCB Chairman Jose Manuel Noronha said that despite making an 8-point recommendation to MMC in view of the waste treatment facility, at Sada, it failed to comply and “instead directed Chemtrol Engineers to follow the conditions laid down by us.”
“Hence we are now compelled to take legal action by prosecuting the Chief Municipal Officer,” Noronha said. He said that three months time was given to MMC to comply with the recommendations.
Following the directives of National Green Tribunal (NGT), GSPCB along with Central Pollution Control Board had carried out a joint inspection of MMC’s waste treatment facility on June 18, wherein it was underlined that waste treatment facility was not operated in compliance with the MSW Rules, 2000, thereby creating pollution in the vicinity.
A case was filed by the Mormugao Port Trust (MPT)  chairman before the National Green Tribunal  over the functioning of waste treatment facility in an unscientific manner.
