Sarpanch questioned on analysis of industrial slag used for construction of bypass

MARGAO: Nuvem village panchayat gram sabha held under the chairmanship of sarpanch Rubeen Costa saw villagers raising the issues of Nuvem bypass and an international school in the village.
Local MLA Micky Pacheco was also present at the sabha.
Earlier, the minutes of the last gram sabha meeting and the audit report for year 2012-13 were approved. The proposed budget for 2014-15 was kept in abeyance as gram sabha members present demanded that copy of the budget be made available to them so that they could go through and make necessary suggestions.
Sarpanch Costa bowing to the demand of the gram sabha agreed to make available copy of the budget and gave eight days to the members to submit their suggestions on the proposed budget.
Gram sabha member Jose Roque Andrade questioned the sarpanch on the test/analysis of industrial slag used for construction of the Nuvem bypass, even as the sarpanch denied having received report from the authorities concerned.
He also demanded to know the action taken on representation made by 403 villagers on the illegal building for Bloomz International School at Baida-Nuvem. The burning issue of garbage was also discussed, with Andrade suggesting formation of a garbage committee, appointing an agency for collection and disposal, creating awareness among villagers regarding garbage and identifying garbage disposal site.
He also called for opposing construction lincense/occupancy certificate to any building unless there is a garbage disposal plan approved by the village garbage committee.
The sarpanch agreed to proposals made by Andrade and requested the gram sabha to submit names of those interested in becoming members of the garbage committee.
William Borges of Nuvem Charitable Trust raised the issue of panchayat’s failure to give permission for the trust to start a society.
He also proposed road dividers from Carmel College to Verna circle, completion of the ongoing work of circle at Goa Rajee further raising the issue that bypass/link road was illegal as land was not acquired by the government. He was sceptical about the proposed football ground at Pathepur-Nuvem.
Savio Moniz suggested that the Golden Jubilee fund lying unutilized be used for development works in village wards. He also questioned the sarpanch whether the construction of the market was legal. The sarpanch was unable to clarify on this query.
