PANJIM: Following Cabinet approval, the State Government on Friday issued an order to discontinue the Inter-Departmental Committee of Officers (IDCO) and High Level Empowered Committee (HLEC), the special mechanism put in place to deal with the recruitments in the government departments.
Under Secretary (Personnel-I) Shashank Thakur has issued an order discontinue both the committees and to restore the process of creation/abolition of posts through Administrative Reforms Department, Finance Department and Department of Personnel.
The proposal for creation and abolition of posts will be referred to the Administrative Reforms department, who thereafter in consultation with department of personnel and concurrence of Finance department, finalised the proposal and refer the same to the concerned department for approval of council of Ministers. The proposal for revival of the lapsed posts of all the Departments whose assessment of strength is complete is to be referred to Department of Personnel and thereafter to Finance Department for concurrence.
The proposal for new contract appointments is to be dealt by the Department of Personnel and thereafter by Finance Department for concurrence.
The proposals for outsourcing of activities such as house- keeping, Security etc. are to be dealt by the Department of Personnel and thereafter by Finance Department for concurrence.
The proposals for purchase or outsourcing of vehicles are to be dealt by the Finance Department.
