Over 2,500 mundkar and tenancy cases pending in South Goa

The issue of pendency has prompted the South Goa Collector’s office to take action, directing revenue officers to address mundkarial cases every Saturday for speedy disposal

MARGAO: Pendency in mundkar and tenancy cases in the South Goa district has been attributed to several factors, including the officials being assigned frequent magisterial duties leading to adjournments, parties given repeated opportunities to file replies and lead evidence, and the absence of parties during proceedings. The number of pending cases, as of November 1, includes 1,082 mundkar declaration cases, 200 mundkar purchase cases, 1,137 tenancy declaration cases, and 106 tenancy purchase cases. On average, 20 new cases are being added to the list every month.

As of November 1, South Goa district has over 2,500 pending cases related to mundkar and tenancy declarations and purchases. The issue of pendency has prompted the South Goa Collector’s office to take action, directing revenue officers to address mundkarial cases every Saturday for speedy disposal. 

An analysis of the pending cases revealed various reasons for delays, including incomplete applications, frequent transfers of presiding officers, and appeals on interim orders. 

The district collector’s action plan involves measures such as not admitting incomplete applications, restricting appeals on interim orders, and addressing cases pending for more than two years with priority.

The Additional Collector-I for South Goa, Srinet Kothwale, outlined steps taken to address the issue of pendency in these cases. 

These include monthly reviews of cases at the district level, filling vacancies of joint mamlatdars at the taluka level, mamlatdar in the collectorate taking up cases, limiting adjournments to three, and prioritising the clearance of cases pending for more than two years. The collector’s office has also instructed officials to segregate cases and prioritise those in advanced stages for quicker disposal.
