Parrikar demanded casino activity regulated. Why didn’t he regulate them as CM?

Excerpts of Manohar Parrikar’s statements on casinos in the assembly on March 31, 2011 — Parrikar to Home Minister Ravi Naik on a discussion on casino irregularities

If there is no regulation, then how are you going to stop it (entry of people below 21 and other checks and balances)
— Abortion cases up
I have been told by many doctors, gynaecologists in Panjim that the number of abortion cases have gone up. I am not blaming everyone or everything. But there are some wrong activities going on. Gender equality (allowing women on board) does not mean prostitution. Let me be very clear. There are questionable activities going on. I will fix meeting with doctors. They will tell you what’s happening… So I’m asking, will you put restriction within one month, at least temporarily till you come up with the act, I’m asking you in the interest…
– Parrikar to Speaker:  Casino is a prohibited activity
Casino is a prohibited activity. And therefore you have powers to regulate. There are some activities going on. It need not happen because of casinos. It can happen because the gambler wants this kind of activity. There has to be some regulation on gambling activity. It is our demand. Till the pending of this bill, he can immediately issue this notification.
