PANJIM: The Fourth Session of the Sixth Legislative Assembly begins on March 18 with Chief Minister Manohar Parrikar, who is also the Finance Minister, presenting the budget in the afternoon session.
Stating that 70-75 per cent of the plan funds from the last budget were spent by the State government, which is lower than what he expected, Parrikar said, “The review of the last budget indicates that 70-75 per cent of the plan funds were spent by the government during last year. I would have loved it to be 80-85 per cent.”
“There were some issues that created problems in the spending of the government (and) I am not denying that there is a problem,” he said, calling them as “unforeseen” problems.
“But now things have fallen in place and government has already began preparing for the spending from the forthcoming budget,” he added.
On the first day, Question Hour is likely to witness questions on land acquisition and carnival issues, with sources saying that there are close to 3000 questions this time.
The investment policy that includes the industrial policy, the tourism policy and the IT policy are also likely to be placed in the House.
Though the finance minister has promised a balanced budget with no extra burden on the common man, booze rates are likely to be hiked.
Governor BR Wanchoo by his order dated 13 February 2013, had summoned the Legislative Assembly of the State of Goa to commence its Fourth Session 2013 from March 18 to May 2, 2013.
The Fourth Session which is also the budget session will have 28 sittings. However, the second week will have only two sittings ~ March 25 and 26. That week will have the festival of Holi followed by Good Friday and Easter Sunday. The session will resume on Monday (April 1).
The House sittings on all days will start at 11.30 am; Lunch Break from 1 pm to 2.30 pm; Tea Break from 4 pm to 4.30 pm.
The House will be adjourned for the day or sine die at 6 pm or at the conclusion of the business for the day (above timings can be altered by a motion).
The House will not sit on Saturdays, Sundays and Public Holidays.
