PANJIM: Inspired by the satisfactory performance of the panchayats, the State Government, this year too, will prepare a participatory Gram Panchayat Development Plan (GPDP) 2020-21 from October 2.
Last year, the Union Ministry of Panchayati Raj, launched People’s Plan Campaign (PPC) as ‘Sabki Yojana Sabka Vikas’ from October 2 to December 31, with a view to prepare the GPDP in a comprehensive manner. Inspired by the visible and satisfactory gains of the campaign last year, the Ministry, in its communication to all the State government’s including Goa, has conveyed that it plans to launch the GPDP preparation process for the year 2020-21.
The main elements of formulation of GPDP are poverty reduction, human development, social development with special emphasis on schedule caste and schedule tribe, persons with disabilities, women and vulnerable groups, economic development, ecological development, public service delivery and costless development.
“The major strategy of implementation is taking up planned works or activities through convergence with Central and State schemes,” Ministry said in the letter.
Since, the GPDP formulation entails plan preparation through participatory process; the Ministry said that structured gram sabha meetings are required to take place where frontline workers of all concerned departments make detailed presentations pertaining to their department’s activities in the panchayat areas.
As per the guidelines, the ‘frontline workers’ of the departments concerned have to make the PPC ready in advance through necessary directions and training. Through the PPC, the Ministry plans to undertake the initiative of utilising the potential of panchayats as drivers of sectoral activities and equip them as ‘Agents of Change’.
