Initiating the discussion, Gajendra Rataboli alleged that the panchayat is encouraging illegal constructions in the panchayat area. “As per rules in force, 60% FAR is permissible for the construction of buildings in Wards 1 to 4. Under this limit, buildings upto two-storey can be built, but the construction of four-storey buildings is in progress in the areas,” claimed Rataboli.
Panchayat Secretary Subodh Prabhu replied that plans of the buildings are approved by Town and Country Planning Department and thereafter the panchayat is issuing construction licences.
Rataboli further stated that “one friend has done a sting operation of Penha de Franca Panchayat, in which it is clearly seen that the panchayat officials are demanding donations to issue construction licences.”
“This is a shameful thing on the part of the panchayat. I requested my friend not to give these clipping of sting operation to the electronic and print media, as it will the spoil the image of our panchayat,” stated Rataboli.
Surprising, none of the panch members reacted to Rataboli’s statement.
Ganpat Siddye also raised the issue of controversial constructions coming up on hill slopes. “If illegal constructions are allowed, it will create health problems in the village. There has been rise of mosquito menace in the village,” he said and urged the panchayat to take suitable measures.
Bhiku Sawant said the panchayat is spending over Rs 50,000 every year for Xerox copies and suggested the panchayat to buy Xerox machine.
Ulhas Naik and Olavo Braganza also participated in the discussion.
Earlier, Sarpanch Radhika Sawant welcomed, Secretary Subhodh Prabhu read the minutes of the last gram sabha, while Swapnil Chodanker proposed the vote of thanks.
