Pernem locals and MLA challenge TCP Dept’s controversial zoning plan

PERNEM: The Pernem Nagrik Samiti organised an awareness meeting in opposition to the draft GIS-based zoning plan for Pernem taluka, proposed by the Town and Country Planning Department.

The main point of contention is that the public had limited access to the draft zoning plan for inspection, with it being open for just one and a half days last month. Sources revealed that the deputy town planner of Pernem only visits the office twice a week, and the plan remains accessible to the public solely during his presence.

This has frustrated the locals, who have demanded an explanation before October 6. They have even threatened to block the Chopdem-Siolim bridge if their demands are not met.

The zoning plan encompasses various aspects of development, including housing, shopping centres, industrial areas, civic centres, educational and cultural institutions, rainwater harvesting, garbage management, cattle pounds, and other public utilities. It also controls architectural features, elevation, and frontage of buildings and structures.

However, the concerned citizens of Pernem strongly oppose this zoning plan, alleging that it primarily benefits builders and the real estate lobby rather than the public. Deepak Kalangutkar, ex-ZP member, said, “This zoning plan is not in the people’s best interest. It incorrectly designates non-existent roads as 45 meters wide and marks Alwara lands as development zones. We demand that the plan be made accessible to all panchayats, and TCP officials should conduct meetings to explain its implications to the public.”

The opposition is rooted in concerns about the impact of extensive development projects on Pernem. Mandrem MLA Jit Arolkar said, “The zoning plan should not be imposed from the top down. It must evolve from the bottom up. I stand with the people, and if necessary, I am willing to step down from my government position if the people’s views are not considered.”
