The fine amount is recoverable from Karpe. However, the Commission has granted time till Monday to challenge its order.
In January 2013, Cirilo D’Souza, a resident of Anjuna and a social activist, had field a complaint with the Goa Human Rights Commission stating that PI Karpe had illegally detained him for more than three hours at the Anjuna police lockup, abused him and slapped him on his face. The assault by Karpe was proved by medical examination of D’Souza.
It is instructive that on the same day of the assault, D’Souza had also filed a complaint at the Anjuna police station against Karpe which has not seen headway.
On January 1, 2013, Cirilo, who is a known crusader against sound pollution in Anjuna and Vagator, had gone to the Anjuna Police Station to complain against playing of loud music at Hilltop restaurant in Vagator.
As per complaint of D’Souza, who was also on the Sound Pollution Committee of the North Goa Collectorate, the recorded decibel was above 150 whereas the permitted sound decibel is 55.
“The complainant was assaulted and was illegally detained at the police station by Police Inspector Vishwesh Karpe. This conduct on part of Kapre is highly objectionable and is against the mandate of law and deserves severe condemnation,” the order reads.
The order also criticizes the North Goa Superintendent of Police and the Secretary Home for their casual approach to D’Souza’s case. It has further said that both were acted in a mechanical manner in dealing with this serious matter involving personal liberty of an individual.
PI Karpe was accused of sheltering night parties playing loud music, when he in-charge of Anjuna Police Station.
