PANJIM: Postal employees under the aegis of the All India Postal Employees Union and the MTS/Group D and the National Union of Postal Employees have threatened to go on strike on August 17 and thereafter resort to an indefinite strike from September 16 in case their demands are not met.
The unions submitted a memorandum highlighting that the Postmen Committee Recommendation had not been implemented. “The P 4 CHQS of both NFPE and the FNPO have come to the conclusion that despite the recommendations of the postmen-related issues committee, no orders on the following issues have been issued to implement them” the memorandum states.
It also says that suitable instructions or orders to all the circle were supposed to be issued by April 30, but nothing has been done so far.
On the Revision of Postmen norms, the memorandum says that postmen norms issued by the department are very old and the decision taken in the committee are not convincing.
So the formation of fresh internal work study unit with one/two staff side member to review all work performed by the postmen with door to door measurement of beats was requested. The internal work study unit for this job is to be ordered by the directorate as the same does not come under the jurisdiction of the committee, it says.
It also alleged that the procedure for payment of incentives was very lengthy and suggests that the module for payment of speed post incentive in the computer software be installed and powers of payment be given to the concerned postmaster on weekly or monthly basis. The meeting also decided that the limit of combination of beat in the post office having a four-strength be removed since “it adversely affects the delivery efficiency.” And argues that orders on this item are yet to be issued by the directorate and this needs to be done at the earliest.
