PANJIM : The Central Pollution Control Board (CPCB) has directed the State authorities to prepare inventory of solvent recovery industries ensuring that they have mandatory authorisation and compliance under Hazardous and Other Wastes Management and Transboundary Movement, (HOWM) Rules.
In a direction issued to all the State Pollution Control Boards (SPCB) including Goa under Environment (protection) Act, the CPCB has directed to prepare inventory of solvent recovery units within one month and publish the same on the websites.
SPCB has to ensure that all the solvent recovery industries in the State have mandatory authorization for the same in compliance with the Standard of Procedure (SOP) and checklist issued by CPCB, within one month. It has to also ensure that these industries follow the SOP for safe and scientific spent solvent handling, processing and storage.
“Ensure that solvent recovery units comply with the provisions of HOWM Rules 2016 in terms of interstate transport of hazardous waste with immediate effect. Stringent action will be taken against the erring industries who are giving the spent solvent to such recycling industries without following the manifest system,” the Board stated.
SPCBs are also directed to conduct industry interaction programs within a month to create awareness and sensitisation on HOWM Rules.
