PANJIM: The State government on Monday informed the High Court of Bombay at Goa that the process for direct recruitment of Deputy Superintendents of Police (DySP) is not initiated. The submission came in response to a petition filed by 18 police inspectors challenging the first amendment in Goa Public Service Rules notified on December 5, 2011 where posts for DySPs were to be filled through direct recruitment.
The petitioners have termed the notification as ‘arbitrary and unreasonable’ while seeking relief from the court by quashing and setting aside the order.
During the hearing on Monday, the government counsel submitted to the High Court that so far it has not initiated a process for direct recruitment. The Bench thereafter granted the State month’s time to file an affidavit while adjourning the matter for further hearing on October 26.
The petitioners have also been allowed one month’s time to file a rejoinder after the filing of the government’s affidavit.
The petitioner inspectors are further granted liberty to approach the court if the recruitment process is initiated in the interim period.
Before approaching the High Court, senior PIs had petitioned the Chief Secretary and Director General of Police demanding filling up of long pending posts of DySPs by promotion and insisted that the Promotion Quota for PI to DySP be changed to 100 per cent by promotion and no direct recruitment be made for filling these posts.
The PIs also pointed out that in the recent past there was huge direct recruitment of PSIs and if the present trend continues, the newly-recruited PSIs will have no option other than to retire on the same post on which they have joined.
