PANJIM: Allegations over non-promotion of a Police Sub Inspector, even as he was under inquiry purportedly forced the promotions of more than a dozen PSIs to be held in abeyance and the file recalled, police sources said Monday.
The department Monday afternoon released the promotion order of 15 PSIs to the rank of police inspectors (PIs) and 56 assistant sub inspectors (ASIs) to the post of PSIs.
After a senior PSI who found his name missing from the promotion list made an issue of this leading to the Director General of Police Kishan Kumar to apparently call back the file. However it is learnt that by late evening the original file had been cleared.
“The DGP called back the file after a PSI questioned the senior officers why he wasn’t promoted while his juniors were. He was told that he has an inquiry pending against him, which in fact was completed long back,” a source said.
The PSI is facing disciplinary inquiry for allegedly demanding money from a British Non-Resident Indian (NRI) to let her get onto a flight back to the United Kingdom at the Dabolim airport, way back in 2010. He was even suspended only to be re-instated later.
The inquiry was conducted by a deputy superintendent of police who was supposed to submit the report to the department within a year. But this has not happened.
“The inquiry is said to be complete but the report is yet to reach the DGP’s office. That is why the confusion arose. For the record, since ‘officially’ the inquiry is not complete, the PSI’s promotion is held back although as per the seniority he is entitled to it,” a senior officer said.
Interestingly, it is learnt that a copy of the promotion list, which was already forwarded to the public relations officer (PRO) of Goa Police for circulating it among the media persons was immediately withdrawn.
Sources said a senior officer personally rushed to the PRO office to ensure the promotions order was not e-mailed to media houses after the development.
The promoted PSIs in serial order were ~ Navlesh Dessai (Panjim police station), Pravin Gawas (Margao PS), Narayan Chimulkar (Panjim PS), Sudiksha Naik (Margao PS), Sanjay Dalvi (Traffic Cell Curchorem), Paresh Naik (CID Vasco), Krishna Sinari (Porvorim PS), Virendra Veluskar (CID/SB Panjim), Deepak Pednekar (PTS Valpoi), Paresh Navelkar (Women PS), Rajesh Job (PTS Valpoi), Anushka Pai Bir (Police Welfare Society Panjm), Prajyot Fadte (Mapusa PS), Ravindra Desai (Maina Curtorim PS) and Baburao Parad (SP North Office Porvorim).
“The appointment shall not be bestowed on the promoted officer any claim for regular appointment and the service rendered on ad-hoc basis in the grade will not count for the purpose of seniority in that grade and also eligibility for promotion to the next higher grade and that they may be reverted to their lower post at any time,” a para of the order reads.
