RTI activist files complaint before SIT over Alvara land

PANJIM: RTI activist Sudip Tamankar has urged the Special Investigation Team (SIT) to register FIR against officials of Revenue Department and politicians under the relevant sections of Indian Penal Code (IPC), Prevention of Corruption Act, Environment act and Forest Act for allegedly changing zone and illegal transfer and grabbing of Alvara lands.

In his complaint, Tamankar has mentioned the Comptroller Auditor General of India (CAG) report for the year ended March 2015, which exposes serious illegal acts of land transfers, which can be easily understood as stark instances of grabbing of Alvara land in the State.  

Giving details, Tamankar said that the performance Audit has revealed serious cases of transfer and display of names of persons in Record of Rights (ROR) of lease lands instead of the Goa government. 

The report also reveals the irregular sale of 11 lease held lands involving total area of 88.12 hectare. 

The audit lays bare fact that five cases of lease held lands involving 43.62 hecatre reverted to the government were found to have been sold to third parties. 

The fact that Class I Occupancy right the grantees for lease held lands were given at low premium and that during the period 2008 to 2011, seven lease held lands were regularised and then reclassified as Class I occupancy under The Goa Land Revenue Code at a premium based on the market ratio of the year 1971 definitely smell a rat and clearly suggests foul play, he said.

Tamankar said that since the lands involved in shoddy deals are government lands, it needs a thorough investigation and it is a fit case for probe by SIT formed to investigate the land grabbing cases.
