NEW DELHI: The Supreme Court on Tuesday dismissed a petition of Ambrish Anil Kotharkar for employment in the Goa Police on the compassionate ground after the death of his father working at Quepem police station in October 2009.
The Bench of Justices Madan B Lokur and Deepak Gupta did not find anything wrong in the Goa Bench of the Bombay High Court last February dismissing his writ petition.
His plea was rejected by the High Court on the ground that he was not able to produce the residence certificate of living in Goa for 15 years as he was residing in Karnataka at the time of his father’s death and until this year.
The 15-year residence requirement is in force since August 1990 and applies to all types of appointments, including daily wages, casual and work charges, the High Court had observed, noting that Ambrish would not have been appointed even if he had applied as a regular candidate for want of the residence certificate.
