PANJIM: Goa State Expert Appraisal Committee (SEAC) has sought detailed analysis from the Corporation of the City of Panaji (CCP) over the possible social, economic and environmental impact on the State due to the proposed modernized solid waste treatment plant (SWTP) at Bainguinim. The analysis has been sought considering that the State has already undertaken to construct two such plants in Saligao (North Goa) and Cacora (South Goa).
CCP had applied for consent from the Environment department for setting up of a solid waste management facility at Bainguinim. The department had raised the question on feasibility/sustainability of such a waste management facility at Bainguinim. SEAC has to issue the Terms of Reference (ToR) for the project.
During its meeting last month, SEAC had sought details of analysis of likelihood impacts – social, economic and environmental – of this proposed local-specific facility at Baingiunim in light of two solid waste management plants proposed at Saligao and Cacora.
SEAC also demanded estimation of actual quantity of the solid waste generation and its characterization within the city limits of Panjim. The committee has also questioned the feasibility of the site-selection for the proposed plant and sought to know whether any alternative sites were considered.
The committee has also asked CCP to furnish information on criteria for selection of proposed process-technology to treat the waste and its suitability vis-à-vis other alternative techniques/methodologies examined.
After the Union Urban Development Ministry failed to make a budgetary provision for the project under the JNNURM scheme, the State government granted ‘in-principle’ approval for setting up the modernized treatment plant. The facility that would be based on German technology would be set up on Design, Build, Operate and Transfer (DBOT) basis, at an estimated cost of around Rs 140 crore.
The total capacity of the plant is expected to be 100 tonnes.
