MARGAO: Perhaps for the first time, the South Goa Planning and Development Authority (SGPDA) adjourned its meeting scheduled on Tuesday after two members of the body demanded detailed technical scrutiny report before clearing the 40-odd construction projects.
The adjournment came after PDA members, Fatorda MLA Vijai Sardesai and Ponda MLA Lavoo Mamledar, submitted an official letter to the SGPDA Chairman Rajan Naik calling for re-scrutinizing all the construction cases listed for discussion at today’s meeting.
SGPDA Chairman Rajan Naik later told Herald that the meeting has been postponed to ensure that all files are scrutinized as per rules. ‘The members have asked for detailed technical scrutiny report of the construction files since we do not want the Canacona tragedy to happen in our jurisdiction,” Naik said.
In the letter, both Sardesai and Mamledar drew attention of the PDA chairman that the remarks and observations made by the dealing hand does not present a comprehensive picture of the case. They felt a detailed technical scrutiny report of each case, signed by the dealing hand, engineer and Member Secretary, should supplement the list of cases so that each member of the body is informed and aware of all the technicalities and other aspects of each case considered for approval. “The detailed inquiry scrutiny report should include, in tabular form, all details submitted by the applicant, including a list of all documents; compliance, with numerical data wherever applicable, with all the relevant regulations pertaining to each aspect of the proposal; deviations, if any; and any other special features of the case,” they demanded, adding “the report should be signed by all the three officers and should be submitted to the body by the Member Secretary.
The duo maintained that the PDA should be more prudent and careful in according approvals, while reminding that signatories to the approvals and permissions granted have been held criminally culpable for the Canacona building collapse. “It is absolutely necessary that the Member Secretary ensures that the officers under his control are more thorough and meticulous in their inspection of the cases submitted for approval”, they added.
