Shack policy okayed with fee hike and penalty for overcharging

Cabinet gives nod to MoU between Goa PWD, MoRTH and Railways for underpasses in the State; “Ghumat” (without monitor lizard skin) is Goan folk musical instrument

PANJIM: The State Cabinet on Friday approved the Shack Policy for the next three years paving the way for allotment of shacks before October 2019.
However, following complaints of overcharging the government has decided to act tough in case any complaints are received, which may even lead to cancellation of the licence.
As per information received, the policy gives 50 per cent reservation for shack operators who are in the business for more than 10 years. Besides, 40 per cent reservation for those who are in business from 5 to 10 years and 10 per cent for those who have less than five years experience. “The reservations will be considered during draw of lots,” sources said.
More imporrantly, shacks will have to provide printed bills to customers for food, refreshment and drinks. “The price of each item to be sold shall be displayed for information of the general public. The customer shall not be charged more than printed cost of items. Copy of such rate chart shall to be provided to Department for information, if any complaint of overcharging is received from any customer the licence is liable to be cancelled,” the cabinet note states.
The Cabinet also decided to increase the fee structure for shacks. For the first category (50 per cent reserved category) fee has been hiked from Rs 60,000 to Rs 1 lakh for the first year. “For the second year the fee would be Rs 1.10 lakh and for third year Rs 1.25 lakh,” sources revealed.
Similarly, for the second category (40 per cent reserved category) the fee would be Rs 75,000 for the first year, Rs 85,000 for second year and Rs 1 lakh for the third year.
The third category (10 per cent reservation) will have to pay Rs 60,000 for the first year, Rs 65,000 for the second year and Rs 70,000 for the third year.
The Cabinet also approved a memorandum of understanding between Goa PWD, MoRTH and Railways Ministry for underpasses in the state at several places.
The Cabinet also decided that the “ghumat” (without monitor lizard skin) would be the Goan Folk musical instrument.
IIT campus now at Gulleli
The State Cabinet in principle approved the transfer 10 lakh square metres of land of Revenue Department for the IIT building at Guleli, Sattari.
Chief Minister Dr Pramod Sawant said the deadline for handing over land to IIT was August 31 and the Cabinet on Friday cleared the proposal.
He said the government wanted the IIT to come up at Sanguem but some people opposed and went to court. “Thereafter we shortlisted two-three places and finally the site at Guleli was finalised as it was owned by the State Revenue Separtment,” he said.
Sawant said the letter to IIT Goa would be handed over by Saturday as per the deadline given by the HRD minister.
