Six bills introduced in Goa Assembly

PORVORIM: A total of six government bills including the most reformative `The Goa Restriction on Transfer of Agricultural Land Bill, 2023’ were introduced in the Legislative Assembly on Tuesday. 

Urban Development Minister Vishwajit Rane introduced ‘The Municipalities Amendment Bill, 2023,’ which aims to devolve delimitation powers to the State Election Commission to conduct free and transparent municipal council elections, curtail delays in obtaining building construction permissions, and promote ease of doing business.

Town and Country Planning Minister Vishwajit Rane introduced ‘The Goa Town and Country Planning (Second Amendment) Bill, 2023’, which seeks to prevent misuse of exemptions from obtaining certificates of sanction or no objection for sub-division in cases of inheritance, resulting in sub-division of land into multiple plots without following sub-division standards and provisions of the statutory plan. 

The bill aims to control such property division by amending sub-section (6) of section 48 of the Act.

PWD Minister Nilesh Cabral tabled ‘The Goa Highways Law (Revival of Operation, Amendment, and Validation) Bill, 2023,’ which seeks to revive the Goa Highway Act, 1974, to expedite land acquisition for roads and simplify compensation awards.

Revenue Minister Babush Monserrate introduced “The Goa Legislative Diploma No. 2070 dated 15-4-1961 (Amendment) Bill, 2023,” to streamline the process of electing members of the managing committee of the Comunidades and provide for private agency land development. Monserrate also introduced “The Goa Regularisation of Unauthorised Construction (Amendment) Bill, 2023.”
